If a person, for example, is not doing their job effectively because of negligence and routinely makes the same errors, then you have to apply discipline and be quick and efficient about it but that never means you should intimidate people. Nonetheless, you shouldn't dwell on it and be sure to offer rewards when their overall performance meets or exceeds your expectations.
